Legislation
Currently, the state registration of both pesticides and agrochemicals in the Republic of Belarus is regulated by:
- The Law of the Republic of Belarus dated 12.25.2005 “On Quarantine and Plant Protection”;
- The Regulation on the procedure for state registration of plant protection products and fertilizers and the maintenance of the State Register of plant protection products and fertilizers permitted for usage on the territory of the Republic of Belarus;
- Decree of the Ministry of Agriculture and Food of the Republic of Belarus dated June the 5th, 2012, No 36 “On establishing forms of documents on state registration issues of plant protection products and fertilizers;
- The instruction on the procedure for testing plant protection products and fertilizers subjected to state registration, approved by the Decree of the Ministry of Agriculture and Food of the Republic of Belarus dated August the 22nd, 2006 No 49
Currently, pesticide and agrochemical registration in Belarus is entrusted to the Ministry of Agriculture and Food of the Republic of Belarus, State Enterprise “Main State Inspection for Seed Breeding, Quarantine and Plant Protection”
Registration types/terms:
- Permanent registration is approved for 10 years. Registration procedure takes from 2,5 up to 3,5 years from the moment of submitting the application until obtaining the Registration Certificate.
Application Deadline:
The Letter Request to be included into the Test Plan has to be submitted until May the 30th of the current year (being updated every year).
At the same time the inclusion into the Test Plan gives the right to import samples. To receive samples in time, we recommend to submit the Letter Request as well as the application form not later than in February.
We highly recommend to start document preparation in Aug – Oct of the year previous to the registration year.
Basic documents required to start preparing the application:
- COA of the product (formulation)
- *COA of the active ingredient (TC)
- MSDS of the product
- *MSDS of the active ingredient
- Certificate of the composition of the formulation
- * Certificate of the composition of the active ingredient
- Letter from the producing company of the formulation declaring the production of the formulation and giving permission to register the product (if producer and registering company are not the same)
- *Letter from the producing company of the A.I. (TC) declaring the production of A.I. (TC) and giving permission to register the product (if producer and registering company are not the same)
- Scan copy of the Registration Certificates of the product (formulation) from the country of origin
- Product dossier: toxicological reports (GLP studies) for the formulation and *TC, eco-toxicological reports for the formulation and *TC. Depend on product (pesticide or fertilizer) the number of studies and studies themselves are different.
* for pesticides, not required for other types of products
Note: in some cases some of the studies and conclusions from Russia can be accepted in Belarus which means Company does not have to repeat the studies.
Studies that must be done locally:
- Biological studies (field trials) – 2 seasons.
- Adaptation of the methods of a.i. determination (in air, water, soil, plants and formulation)
- Toxicological assessment of formulation and TC (for pesticides) and studies (if not provided, GLP only)
- Eco-toxicological assessment of the formulation and TC and studies for the formulation (if not provided)
- Hygienic studies
- Residue studies (for pesticides) – 1 season
Cost of registration
The cost of pesticide and agrochemical registration in Belarus can vary depend on product, number of crops you want to register your product for and number of studies (toxicological GLP, eco-toxicological) that were already done and provided.
