- Law of Ukraine “On Pesticides and Agrochemicals”
- Resolution of the Cabinet of Ministers of Ukraine dated March the 4th, 1996 No 295 defines a procedure of state test, registration/re-registration and forming of the pesticides’/agrochemicals’ list permitted for usage in Ukraine”
- Resolution of the Cabinet of Ministers of Ukraine dated April the 18th, 2018 No 312 defines the procedure for materials’ environmental-expert evaluation submitted for registration of both pesticides and agrochemicals”.
Currently, the state pesticide and agrochemical registration in Ukraine is entrusted to the Ministry of Energy and Environmental Protection of Ukraine.
Registration types/terms:
- Experimental registration is approved for 2 years. The registration time is from 1,5 up to 2 years from the moment of submitting the application until obtaining the Registration Certificate.
- Permanent registration is approved for 10 years. The registration time is from 1,5 up to 3,5 years from the moment of submitting the application until obtaining the Registration Certificate (including the time required for obtaining experimental registration).
Application Deadline:
March the 25th of each year. Though we highly recommend to start document preparation in Aug – Oct of the year previous to the registration year.
There are some advantages for nitrogen fertilizers:
- submission of the application any time during the year, no deadlines;
- faster registration procedure.
Basic documents required to start preparing the application:
- COA of the product (formulation)
- *COA of the active ingredient (TC)
- MSDS of the product
- *MSDS of the active ingredient
- Certificate of the composition of formulation
- *Certificate of the composition of active ingredient
- Letter from the producing company of the formulation declaring the production of the formulation and giving permission to register the product (if producer and registering company are not the same)
- *Letter from the producing company of the A.I. (TC) declaring the production of A.I. (TC) and giving permission to register the product (if producer and registering company are not the same)
- Scan copy of the Registration Certificates of the product (formulation) from the country of origin
- Product dossier: toxicological reports (GLP studies) for the formulation and *TC, eco-toxicological reports for the formulation, *environmental reports for TC. Depend on product (pesticide or fertilizer) the number of studies and studies themselves are different.
- * only for pesticides, not required for other types of products
Studies that must be done locally:
- Biological studies (field trials) – 1 season for any type of product, 2 seasons for pesticides, if a.i. of the product was never registered in the country before.
- Adaptation of the methods of a.i. determination (in air, water, soil, plants and formulation)
- Toxicological assessment of formulation and TC (for pesticides) and studies (if not provided, GLP only)
- Eco-toxicological studies for the formulation (if not provided)
- Hygienic studies
- Residue studies (for pesticides)
Cost of registration
The cost of pesticide and agrochemical registration in Ukraine can vary depend on product, number of crops you want to register your product for and number of studies (toxicological GLP and ecological) that were already done and provided.
